DATE: JANUARY 12, 2008

TO: FCYC DIRECTORS AND EXECUTIVE COMMITTEE

FROM: BILL ALLBRIGHT (ambleside9@pobox.com) AND

BOB HOLZCAMP (bob435@aol.com)

Senator Mike Bennett will be speaking to us today, generally regarding those areas of concern to the FCYC expressed at the November 10 meeting.

The major concern of the FCYC right now is with the Department of Environmental Protection draft revision of chapter 18-21, Sovereignty Submerged Lands Management.

We want to thank our FCYC members who are attending these workshops. Our message was clear as our speakers asked that the DEP please create a new category of submerged land lease fees for "true" yacht clubs that distinguishes them from "for profit" equity clubs. We had nineteen individuals from seven of our yacht clubs attend the Tampa workshop and ten individuals from five of our yacht clubs attend the Dania workshop. Commodore Stuckey gave a prepared address outlining our request, who we are and why it should be considered, which was presented in writing to the DEP. Scott Woolam, Chief of the Bureau of Public Land Administration for the DEP and Jack Fannin, Senior Appraiser, both in personal conversations and the meeting expressed understanding of our concerns and the need for adjusting the way in which we will be classified in the new rule making.

The next and final workshop will be held on January 22, at 3 pm at the University of West Florida, 11000 University Parkway, Pensacola. I hope those who live in the region of this meeting will be as responsive as west and south Florida have been. Please contact Commodore Stuckey or me for speaking notes.
